{"id":8446,"date":"2025-09-18T18:19:08","date_gmt":"2025-09-18T22:19:08","guid":{"rendered":"https:\/\/umaine.edu\/research-compliance\/?p=8446"},"modified":"2025-09-18T18:19:09","modified_gmt":"2025-09-18T22:19:09","slug":"research-security-training-requirement-update-sept-2025","status":"publish","type":"post","link":"https:\/\/umaine.edu\/research-compliance\/2025\/09\/18\/research-security-training-requirement-update-sept-2025\/","title":{"rendered":"Research Security Training Requirement Update \u2013 Sept. 2025"},"content":{"rendered":"\n<p><br><em>The following message was sent via email to all 91±¬ΑΟ employees on September 18, 2025 by the Office of the Vice President for Research and Dean of the Graduate School.<\/em><\/p>\n\n\n\n<p>This communication is a follow up to the\u00a0<a href=\"https:\/\/umaine.edu\/research-compliance\/2025\/04\/17\/new-research-security-training-requirement-april-2025\/\" target=\"_blank\" rel=\"noreferrer noopener\">April 17, 2025 notice about a new Research Security Training Requirement<\/a>\u00a0implemented by the U.S. Department of Energy (DOE) in response to U.S. federal regulations such as\u00a0<a href=\"https:\/\/trumpwhitehouse.archives.gov\/presidential-actions\/presidential-memorandum-united-states-government-supported-research-development-national-security-policy\/\" target=\"_blank\" rel=\"noreferrer noopener\">National Security Presidential Memorandum (NSPM-33) (external link)<\/a>\u00a0and the security-related provisions under the\u00a0<a href=\"https:\/\/www.congress.gov\/bill\/117th-congress\/house-bill\/4346\/text\" target=\"_blank\" rel=\"noreferrer noopener\">CHIPS &amp; Science Act (external link)<\/a>.\u00a0<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>On July 8, 2025, the United States Department of Agriculture (USDA) <a href=\"https:\/\/www.usda.gov\/sites\/default\/files\/documents\/sm-1078-014.pdf?utm_source=Agri-Pulse+Daybreak&amp;utm_campaign=96cf1ad5b0-EMAIL_CAMPAIGN_2025_07_11_02_51&amp;utm_medium=email&amp;utm_term=0_-96cf1ad5b0-50436346\" target=\"_blank\" rel=\"noreferrer noopener\">issued an internal memo (PDF) (external link)<\/a> indicating this training requirement will appear in all new research and development (R&amp;D) or science and technology (S&amp;T) awards.\u00a0<\/li>\n\n\n\n<li>In a <a href=\"https:\/\/www.nsf.gov\/notices\/important\/important-notice-no-149-updates-nsf-research-security\/in149\" target=\"_blank\" rel=\"noreferrer noopener\">July 10, 2025 notice (external link)<\/a>, the National Science Foundation (NSF) confirmed the training requirement goes into effect on October 10, 2025.<\/li>\n\n\n\n<li>In a <a href=\"https:\/\/grants.nih.gov\/grants\/guide\/notice-files\/NOT-OD-25-133.html\" target=\"_blank\" rel=\"noreferrer noopener\">July 17, 2025 notice (external link)<\/a> the National Institutes of Health (NIH) relayed a requirement to Train Senior\/Key Personnel on Other Support Disclosure requirements which goes into effect on October 1<sup>st<\/sup>\u00a0\u00a0<\/li>\n\n\n\n<li>Ultimately all federal funders will soon require annual research security training, and it is anticipated that research security training will be required <em>prior to<\/em> proposal submission.<\/li>\n<\/ul>\n\n\n\n<p>In order to ensure compliance with both current and forthcoming agency-required research security training requirements,&nbsp;<strong>we highly encourage<\/strong>&nbsp;<strong>all Principal Investigators and Co-Investigators (i.e. Senior\/Key Personnel) involved in federal funding, in particular those planning to submit proposals to federal agencies, to complete Research Security training by October 1<\/strong><strong><sup>st<\/sup><\/strong><strong>&nbsp;or soon thereafter to avoid delays at the proposal stage.&nbsp;&nbsp;<\/strong>(<em>Note: This training requirement is already in effect for DOE proposals and may be required prior to October 1<\/em><em><sup>st<\/sup><\/em><em>&nbsp;if it is included as a requirement in the proposal instructions<\/em>).&nbsp; Training will take approximately 1 hour to complete.
