ࡱ> `b_{ {'bjbjzz .B{  dddddxxxxD,xSGSISISISISISIS$rU$XnmSd%%%mSddS%ddGS%GSgPR`kn?;Q,3SS0SRtXXXRXdRXmSmS S%%%%X  *: Darling Marine Center Scuba Club Constitution & Bylaws (updated, June 2009) Name and Location The name of this organization shall be the Darling Marine Center Scuba Club and it shall operate from the campus of the 91 Darling Marine Center, located in Walpole, Maine. 2.00 Mission and Objectives The Darling Marine Center (DMC) Scuba Club will exist to promote recreational diving opportunities for its members. The club will also provide a forum for scuba divers to socialize, discuss ideas, and participate in diving related activities, both in and out of the water. Diving activities sponsored by the club will be recreational in nature and will therefore be conducted separately from the UMAINE Scientific Diving Program; however, as a portion of its mission, the DMC Scuba Club will endeavor to promote the growth and recognition of the UMAINE Scientific Diving Program. 3.00 Membership Membership in the Darling Marine Center Scuba Club shall require a recognized level of affiliation with the 91. All University faculty, staff, students, and alumni are eligible for membership. Visitors to the University may make a request for temporary membership. Individuals who are not affiliated with the 91 in the aforementioned capacities are not eligible for membership but may participate in club activities at a level determined by the Board of Officers. The club shall not deny membership to any person for reason(s) of age, race, creed, color, sex, sexual orientation, ancestry, national origin, marital/parental status, disability, or handicap. Certification as a scuba diver is not required for membership. 3.1 Application Application for membership shall be made in the form prescribed by the Board of Officers. Following acceptance and payment of any dues, individuals shall enjoy the rights and privileges accorded them by the bylaws of the club. Requirements Members who wish to be considered active voting members of the club must: Attend, at minimum, 50% of the annual organizational, fundraising, and/or administrative events required to support the club. Submit annual dues in the amount prescribed by the club. Conduct themselves in a manner which is consistent with the mission and promotion of the DMC Scuba Club, The 91, and the Ira C. Darling Marine Center. 3.3 Special Provisions 3.3.1 Honorary Membership- Honorary Membership shall be awarded to members or non-members of the club in recognition of an exemplary level of dedication to the club and club objectives. Honorary Members shall be exempted from paying any club dues. 3.3.2 Temporary Membership- Due to the nature of activities conducted at the UMAINE Darling Marine Center, many individuals spend only a brief period of time affiliated with the University. Temporary Membership shall be awarded to such individuals provided all other membership requirements are met. Suspension of Membership- Club members may have their membership suspended by the Board of Officers for reasons described in the Bylaws. Government Officers and a club advisor shall constitute the Board of Officers and shall be elected by the members of the club. Their responsibility will be to establish policy and to interpret the Bylaws whenever necessary. 4.1 Officers All officers shall be active members of the DMC Scuba Club. 4.1.1 President- The President shall preside over all Club meetings, shall be Chairman of the Board of Officers, and shall assume responsibility for all functions of the Club and all material owned or borrowed by the Club. 4.1.2 Treasurer- The Treasurer shall maintain records of all financial transactions conducted by the club and preside over all club funds. A summary of the financial status of the Club shall be presented at each meeting. 4.1.3 Secretary- The Secretary shall maintain membership records, conduct correspondence for the Club, and record attendance and meeting minutes. 4.1.4 Vice President- A Vice President may be elected if there are enough candidates to fill all four officer positions. The Vice President shall assist the President and other officers as necessary. Club Advisor The club advisor shall be an active and/or honorary member of the club. The club advisor should be someone with an advanced level of knowledge and expertise regarding the conduct of scuba diving activities. The club advisor will not be a voting member of the club. Meetings and Elections Regular administrative meetings of the club will be held at a place and time designated by the Board of Officers. Club members shall be given reasonable notice prior to an administrative meeting. Special meetings may be called by the Board of Officers at any time. The officers of the club shall be elected to serve for a period designated by a majority vote of the present membership. Candidates for election must be nominated by an active voting member; candidates may nominate themselves. Quorum for elections shall be one-third of the voting membership of the club. An officer may be recalled at any meeting by a majority vote of the present membership provided the vacancy is filled immediately. Any decision of the Board of Officers may be subject to appeal by the club membership, provided a written petition signed by at least three members requests such appeal. A majority of the members present and voting is required to overturn the decision of the Board of Officers. Dues The Board of Officers shall establish dues for regular members of the club. The Board of Officers may elect to waive dues for certain individuals in special circumstances (i.e. extreme financial hardship, transient/temporary membership). 7.0 Diving Activities Members of the club who meet all club requirements and are also certified divers are qualified to participate in club sponsored/sanctioned diving activities and take advantage of associated diving privileges. Requirements for participation in diving activities shall be as follows: Proof of certification from a nationally/internationally recognized agency. Personal medical/ accident insurance specific to scuba diving (i.e. DAN Insurance). Liability and release statements as prescribed by the Board of Officers. Adherence to the Buddy System. Any other requirements as specified by the Board of Officers (*) All diving activities associated with the club will be strictly recreational and non-proprietary in nature. Any club member attempting to utilize their club privileges for proprietary purposes will have their membership suspended. Similarly, any club member who attempts to use club privileges to circumvent the requirements of the UMAINE Scientific Diving Program will have their membership suspended and may be subject to additional disciplinary action from the Diving Control Board, Diving Safety Officer, and/or other appropriate University officials. In part, the objective of the club is to encourage safe and responsible diving, however, all members will assume responsibility for their own safety. The club can not and will not be responsible for any injury or illness sustained by participating members, or for any loss or damage to personal equipment while at any club function. 8.0 Club Privileges Active club members are eligible and encouraged to attend any and all club meetings, activities, and events. Active club members who also meet the qualifications for diving members as described in Section 7.0 are eligible to utilize the resources of the Darling Marine Center for the purposes of recreational diving. Specific privileges associated with diving activities shall be determined by the Board of Officers and the Darling Marine Center Director and/or Facility Coordinator. When utilizing the privileges afforded by the Darling Marine Center, club members will follow all applicable rules and regulations including training requirements.
